The Public Works Department's Pavement Management Program (PMP) assigns a Pavement Condition Index ("PCI") to all city streets from 0-100, with 100 representing a surface condition similar to new pavement. Using the PMP,  staff have identified specific street sections in the southwest residential quadrant, as well as 118th St. west of Aviation Blvd., as having PCI scores below 75. These streets are shown in the map below and will be addressed during the annual Pavement Rehabilitation Project.

Rehabilitation will be a two-inch grind and overlay for the most damaged street sections, while the remaining will be slurry sealed. Slurry sealing applies an asphalt emulsion onto existing pavement to prevent water intrusion.

On 1/9/26 the following sections were added to the project:

1. Overlay: Virginia St. from Grand Ave. to El Segundo Blvd.
2. Overlay: Loma Vista St. from Grand Ave. to El Segundo Blvd.
3. Overlay: The south half of Loma Vista St. between Holly Ave. and Grand Ave.
4. Slurry seal: Loma Vista St. from Holly Ave. to Grand Ave.

Onyx Paving Company, Inc., the City contractor for this project, began mobilizing for the next Pavement Rehabilitation Project Monday, January 5, 2026. The schedules below were updated February 10. Future schedule changes may occur due to material availability, weather, unforeseen circumstances, etc. 

• January 8-9, 2026: Asphalt repairs. Pavement R&R and Overlay street-by-street schedule
• January 12-14: Grinding and paving of street asphalt. Pavement R&R and Overlay street-by-street schedule.
  
  • The Hillcrest cul-de-sac will be paved on January 14.
  • The remaining unpaved portions of Virginia St. from Pine Ave. to Holly Ave. will be paved on January 14.
• January 15-16: Utility cover adjustment on paved streets.
• January 15-16: Street preparation for slurry sealing.
• February 2-4: Striping removal on slurry seal streets.
• February 2-6: Concrete and asphalt work on the Hillcrest St. cul-de-sac.
• February 9-10: Slurry sealing of street asphalt. Slurry seal street-by-street schedule.
• February 11: Staging area demobilization and slurry sealing.
• February 12-13: Painting post-construction temporary striping for review.
• February 16: Traffic loop installation on 118th St.
• February 18-20: Final striping installation.

Work hours on residential streets and 118th St. will be 7:00 am to 4:00 pm.

Work hours on W. Grand Ave. will be 9:00 am to 3:00 pm.
