On August 10, 2021, the City of Los Angeles, through its Chief Administrative Officer (CAO), released a report summarizing its progress in evaluating different sites in City Council District 11 (represented by Mike Bonin and the district adjacent to the City of El Segundo) that could potentially be used for “homeless interventions.” The 4-page report can be found at here.
The report noted that the CAO evaluated four sites and found that for various reasons they were “infeasible.”
However, the report notes that three other sites were still being evaluated. These include a sited owned by LAX, a site in Marina del Rey and (of most concern to the City of El Segundo), the Dockweiler State Beach RV Park. This last site, located at 12001 Vista Del Mar and which is very close to El Segundo, is being considered for so-called “RV Safe Parking.”
The City of El Segundo is opposed to using the Dockweiler State Beach RV Park lot for homeless intervention purposes and has communicated its position to the City of Los Angeles, County of Los Angeles and the State of California.

Background information:
On May 26, 2021, the Los Angeles City Council voted to proceed with a feasibility study proposed by L.A. City Councilmember Mike Bonin to explore housing people experiencing homelessness in temporary camps in various locations throughout the city, including beach parking lots, such as Dockweiler Beach.
The proposed locations are owned and run by the State of California, Los Angeles County, and/or City of L.A. The El Segundo Beach parking lot at Grand Avenue does not appear to be part of this proposal. The City of El Segundo understands there is a need to find innovative solutions to address homelessness. However, the City of El Segundo has serious concerns about this initiative. The City will be monitoring the progress of the study and working with representatives from both L.A. County and L.A. City to ensure that the City of El Segundo’s concerns are heard and addressed.
